One aspect of what Mr. Tice is referring too are programs initiated in the 1970s during the Ford administration involving the CDC's Epidemic Intelligence Service in conjunction with the defense intelligence agency and which seek to coverup and obscure from the American public a disastrous outbreak of tick-borne disabling diseases which were modified in laboratories in the early 1950's and tested in nature at various sites.
